Senator Chapman moved to amend the bill on page 8, section 10, line 190, after the word “multiplier” by changing the period to a colon and inserting the following provisio: Provided, That in no case may the appraised value of the royalty interest exceed the average actual sales price of similarly situated and like royalty interests.
